In February and March, Frank proceeded to meet with pastors to determine what they wanted and what they thought would work, and it was decided that 2 week intensives 5 times a year would work in the two country centres – Maesot and Fang and twice weekly classes would be held in Bangkok.

Frank wrote a Handbook in association with the Bible College of the Philippines and appointed an English speaking Administrator/translator, Ms. Wun. He also drew up programs with lecturers until the end of 2009.
